On May 26, 2026, the VVCSD Board of Directors approved a 50 percent reduction in the LRWRP Upgrade Charge that is currently collected on the annual Santa Barbara County Property Tax Statement. Your 2026-2027 Property Tax Statement should reflect the reduction in the Fixed Charge from $361.44 to $181.72. 

The LRWRP Upgrade Charge was established in 2007 to fund capital expenses for the LRWRP Upgrade Project. This includes the annual $742,558 payment for VVCSD’s share of the State Revolving Fund (SRF)  loan used to fund the project, contractual obligations for any maintenance performed on the plant, and a portion of the depreciation expense related to the asset.

In 2017, the charge was moved from the monthly bills to the Santa Barbara County Property Tax Statement. The final SRF loan payment is due on August 31, 2029, and LRWRP Reserves will fund the annual payments in 2027, 2028, and 2029.
