Notice of Public Hearing for Water and Wastewater Budgets
California Government Code § 61110 requires the Board to adopt an annual (or biennial) budget before September 1 and that the Board to hold a public hearing and publish a notice at least two weeks before the hearing in a newspaper of general circulation.

Notice of Public Hearing for Water and Wastewater Rates
California Constitution Article XIII D Section 6 requires that a notice of public hearing be mailed to property owners of record and tenants directly responsible for the fee at least 45 days before the public hearing.
The notice must contain (a) the amount of the fee or charge proposed to be imposed; (b) the basis upon which it was calculated; (c) the reason for the fee or charge; (d) the date, time, and location of the public hearing.

Notice Inviting Bids
California Public Contract Code § 20682(c) requires that a notice inviting bids be published one time at least one week before the time specified for receiving bids.
